(4.12) Regular Briefing of Central Disaster and Safety Countermeasure Headquarters on COVID-19

- ▲ Prevention guidelines for voters in self-quarantine

□ The Central Disaster and Safety Countermeasure Headquarters (“the Headquarters”) held a meeting today presided over by Head Chung Sekyun (Prime Minister) along with the central government and 17 cities and provinces to discuss agendas including the ▲ prevention guidelines for voters in self-quarantine, at a video conference room in the Government Complex Seoul.

□ Head Chung urged, at the meeting, each ministry and local government to make utmost efforts to ensure that both the election and containment are well managed during the election period, warning against a loss of momentum in containment efforts due to the general election on April 14th.

1. Prevention guidelines for voters in self-quarantine


□ In order to protect the voting rights of citizens in self-quarantine, the government announced prevention guidelines for voters in self-quarantine.

○ The guidelines were created under the principle of: 1) separating travel routes of the voters in self-quarantine and other voters; 2) minimizing the risk of infection of election staff members. Main points of the guideline are as follows;

○ First, the guidelines are applied to voters who have been ordered self-quarantine by public health centers between April 1st and 14th and show no symptoms on the election day (April 15).

○ These voters are not allowed to use public transport when traveling to the polling station and should either walk or drive while wearing a mask.

- Each voter will be escorted by an assigned staff to the polling station or will be managed through measures at a similar level.

○ After arrival, these voters will wait in a separated area and then vote after other voters finish voting.

○ A group of dedicated personnel wearing protective gear including masks and gloves will be assigned to the polling station and effectively manage the voting process of those in self-quarantine.

□ Relevant organizations and local governments will provide support to prevent transmission among voters and staff members and ensure a safe election.


2. Strengthening management of inbound travelers from the U.S.


□ Management of all inbound travelers from the U.S. will be strengthened from 0:00 of April 13.

○ Previously, only travelers from the U.S. who show symptoms were tested at the airport, while others were first qaurantined at their house or at a facility and then tested when they develop symptoms.

○ Among the entire imported cases, travelers from the U.S. accounts for 37.6%. However, the portion in the past two weeks jumped to 49.7 percent, making strengthened management of these travelers necessary.

- In the past two weeks, 228 among 459 imported cases were travelers from the U.S. (49.7%) (as of 00:00 April 12)

○ In response, from 0:00 April 13th, all travelers from the U.S (Korean-nationals and foreign-nationals with long-term visas) will be tested within 3 days of arrival, in which they stay in self-quarantine.

□ As imported cases and transmission caused by these cases increase, the Headquarters also recommended all inbound travelers to thoroughly follow the guidelines for self-qurantine.

○ To prevent transmission, leaving the quarantined area during the self-quarantine period is strictly prohibited. Also, in order to prevent transmission between family members, one should stay alone in a separated area without sharing any personal items and avoid contact with family members and roommates.

○ Family members living with a quarantined person should also abide by the guidelines to prevent infection. The guideline recommends family members to avoid contact with the quarantined person as much as possible, clean the surfaces of places that are frequently touched such as door knobs and bathroom items, and wash their hands frequently with soap.
