Health insurance premium imposed on high value lease and financial incomes starting from Sep.

Personal data of intentional delinquent payers with high amount to pay will be disclosed.

- Insurance premium will be imposed on employment health insurance holders with the annual total income of over 7.2 million won-

- The list of delinquent taxpayers with more than 10 million won tax to pay will be disclosed. -

 

Ministry of Health and Welfare (Minister Rim, Chae Min) informed that as the “Whole Amendment to the National Health Insurance Act” that includes the imposition of the insurance premium on total income of employment health insurance subscribers and the disclosure of the list of habitual and large delinquent payers, etc was revised as of Dec. 2011 (to come into force as of 1 Sep. 2012),  the whole amendment to the entire enforcement decrees and rules will be prepared and its advance notice will be made from 8 Mar. to 20 for specific implementation of the details of the Act.

 

Major details of the revision of the Enforcement Decrees and Rules are as follows. .

 

Ministry of Health and Welfare said that as the basis for imposition of the premium (insurance premium for the monthly amount of income) on total income of employment health insurance holders has been prepared due to the revision of the National Health Insurance Act, the subordinate decrees will be amended and the premium for the monthly amount of income will be imposed on high income earners with over 72 million won of total annual income starting from Sep.     

 

- When the total income exceeds 72 million won a year, the concerned amount will be divided by 12 and the monthly amount of the income will be calculated (6 million won per month for 72 million won per year).

- When the calculated income amount exceeds 73.10 million won a month, 78.10 million won will be the upper limit.

 

As the standard for the imposition of the insurance premium for the monthly amount of income is set at 72 million won, around 37 thousand out of total 1.53 million employment health insurance subscribers will have to pay additional 510 thousand won on average per month as premium.

- According to this, 227.7 billion won of health insurance finances will be secured per year and the imposition standard income will be expanded phase by phase considering the acceptance by subscribers and the financial status of the health insurance, etc.

 

This revision is expected to help improve fairness in insurance premium burden among insurance holders and prevent high income owner from avoiding the health insurance premium through false employment, etc.

 

The amendment provides the ground for disclosure of personal data of large and habitual delinquent payers whose past due tax amounts to more than 10 million won and who have past the due date for payment more than 2 years.

 

In order to prepare rules in the notice of the legislation required for specific implementation such as cases exempt from the disclosure of personal data stipulated by the Act, cases where personal data can be kept undisclosed given the payer’s willingness to make payments and the actual effect of disclosure, etc. have been defined. 

 

- Delinquent payers’ ability to pay will be determined by the evaluation committee on disclosure of the insurance premium information, taking into account of the payers’ property, income level, age and other factors overall.

- For this, the regulations for the formation and operation of the evaluation committee on disclosure of the insurance premium information have been newly prepared. 

 

The disclosure of the list of delinquent payers starting from Sep. is expected to properly prevent intentional default and put pressure on delinquent payers to make payments..

 

In the meantime, as the health insurance covers the whole dentures for seniors aged 75 and older (to be implemented in Jul. 2012), the cost to be borne by individual will be reduced for those subject to the benefit for the second highest class in the same way as those subject to the medical benefit and this has been incorporated into the advance notice of the legislation.

- In this regard, the share to be borne by individual with rare and incurable disease will be 20% and the portion to be paid by individual with chronic disease will be 30%.

It is expected that the burden of the expenses to be borne by 27 thousand seniors who are subject to the benefit for the second highest class will be reduced.   

 

The National Health Insurance Act Enforcement Decrees and Rules will be greatly streamlined. For example, complex terminology and sentences in the Act will be refined through amendment to make them easy for the public to understand.   

 

Ministry of Health and Welfare plans to finalize the whole amendment to the Enforcement Decrees and Rules by widely collecting opinions and comments from the public through the advance notice.

 

Any group or an individual with comments on the Enforcement Decrees and Rules of the National Health Insurance Act may submit comments and opinions to the Division of Insurance Policy at Ministry of Health and Welfare by 28 Mar. 2012.
