Temporary Easing of Eligibility Criteria for the Emergency Welfare Livelihood Support Fund

고유가고물가로 어려움을 겪는 저소득층 지원을 위해 긴급복지지원제도 확대 시행

The Ministry of Health and Welfare (MOHW) announced that the emergency welfare livelihood support fund, created as a national policy task aimed at resolving the livelihood difficulties of low-income households, will be raised and the eligibility criteria for this scheme will be eased temporarily beginning July 1 (Fri.).

 

The fund will be raised from approximately 26% of the national median household income to as high as 30% to help stabilize the livelihood of low-income households affected by spikes in fuel prices and consumer prices.

The details of the eligibility criteria in relation to asset status, which are being eased temporarily through December 31, are as follows.

 

(Assets) The ceiling deduction amount is being newly set for a single home that serves as the place of primary residence (owned or rented under the name of the applicant or his/her co-living family member) marked on resident registration and thus cannot be disposed of.

(Financial assets) The amount of daily living costs to be deducted from the identified financial assets is being raised from 65% to 100% of the standard median income, thus lowering the bar for those with financial assets.

MOHW secured an additional budget of KRW 87.3 billion through the second supplemental appropriation to implement the above changes from July 1, 2022, onward.

 

Those experiencing livelihood difficulties due to unemployment, business suspension or closure, disease or injury, etc., are advised to request counseling for the fund at their respective city (si), county (gun), district (gu), town (eup), township (myeon), or neighborhood (dong) office, as well as through the Health and Welfare Counseling Center (call 129).

 

Financial support for living and medical expenses will be provided once applicants’ eligibility is confirmed through interviews and on-site inspections conducted by their respective city, county, or district office.

 

As this scheme is designed as a last-resort social safety net temporarily offered to low-income households facing livelihood-threatening crises, the recipients of other forms of legally specified financial support, such as living benefits and unemployment benefits, are not eligible.

 

Kwak Suk-yeong, Director General for Welfare Policy of Ministry of Health and Welfare stated, “We hope that this raise in the fund amount will help resolve the economic difficulties of low-income households suffering from surging fuel and consumer prices. We will continue to offer solutions for the challenges low-income households are facing.”
