G20 Health Ministers Discussed Building Resilience for Global Health System

Park Minsoo, the 2nd Vice-Minister for Health and Welfare attended the 7th G20 Health Ministers’ Meeting held in Bali, Indonesia from Thursday, October 27 to Friday, October 28 and engaged in discussions on possible cooperation with national representatives on building resilience for global health system.

Held under Indonesia’s G20 Presidency for 2022, the meeting was attended mostly in person by health ministers from the G20 nations and guest countries, and delegates from the WHO and other international organizations.

On Thursday, October 27, in-depth discussions took place on building global health system resilience for pandemic prevention, preparedness, and response (PPR); harmonizing global health protocols standards; and expanding global manufacturing and research hubs.

Vice-Minister Park emphasized the results achieved through the G20 meeting of having strengthened the global health architecture such as by establishing the Financial Intermediary Fund (FIF) for Pandemic PPR. He shared Korea’s efforts in this regard, including establishing WHO Global Training Hub for Biomanufacturing meant to help increase vaccine production capacities in low- and middle-income countries (LMICs), as well as holding the World Bio Summit to discuss responses to future pandemics.

On Friday, October 28, they are poised to adopt a joint statement and continue to discuss each country’s plans for advancing the global health architecture in the future. The joint statement, “G20 Health Ministers’ Action to Strengthen Global Health Architecture,” states the commitment of the G20 members and other parties to pursuing collective efforts in addressing global health challenges in the same line as strengthening the global health architecture, the main agenda item at the meeting.

During the session, Vice-Minister Park is set to describe the joint statement as providing a path out of the pandemic and towards an inclusive and healthy recovery for all humankind. He will promise that Korea, for its part, will contribute to building international systems and platforms as part of efforts to strengthen the global health architecture, and continue with investment and innovation in healthcare and medicine, including biotechnology and digital health, within the G20 framework.

In his opening remarks on the first day of the meeting, Mr. Budi Gunadi Sadikin, Indonesia’s Minister of Health who chaired the meeting, said that it was an important occasion to confirm the commitment of the G20 nations, guest countries, and international organizations toward building a resilient global health architecture, and stressed the need for preemptive responses to and joint recovery of from future public health crises.

In addition, Vice-Minister Park signed the revised MOU on healthcare cooperation between the Korean and Indonesian governments, and met with health ministers from Australia and other countries to discuss shared interests in the health sector and facilitate further cooperation.

On October 27, Vice Minister Park and Minister Sadikin signed the revised ROK-Indonesia MOU on healthcare cooperation. The revision was made to renew the MOU which was signed in November 2017 and has expired, and to include expanded areas for cooperation including primary and secondary medicine, health resilience and health finance. At the signing, both sides stated that the new MOU will serve as an impetus for the systematic pursuit of further exchange and cooperation in health and medicine.

 
On the same day, Mr. Park met with Australia’s Assistant Minister for Indigenous Health Malarndirri McCarthy to discuss ways for cooperation around digital health, the FIF, and other priorities suggested at the G20 meeting. Mr. Park mentioned mutual interests in biotechnology and digital health, and in order to continue with government- and business-level cooperation utilizing the two countries’ strengths in these areas, proposed drawing up an MOU to concretize such cooperation. Ms. McCarthy agreed to the need for close cooperation to implement the G2O priorities and thereby to Korea’s proposal in this regard, and committed to working-level discussions along those lines.

Vice-Minister Park also met other heads of delegations before and after the G20 plenary meeting, including US Department of Health and Human Services Deputy Secretary Andrea Palm and the Netherlands’ Minister of Health, Welfare and Sport Ernst Kuipers, and talked about cooperation in strengthening health security, and also extended an invitation to the Global Health Security Agenda Ministerial Meeting to be held in Seoul in late November this year.

On October 28, Vice-Minister Park will meet with India’s Minister of Health and Family Welfare Mansukh Lakhman Mandaviya to discuss future directions for cooperation in health and medicine. Mr. Park is to point out that India’s existing strengths in biotechnology including vaccines will result in great synergy when working together with Korea, which intends to invest and bring further innovation into the bio-health sector, and to suggest concretizing such cooperation through working-level channels.

The 8th G20 Health Ministers’ Meeting will be held in 2023 in India, under the Indian Presidency.
