Development and Testing of Healthcare Information Exchange Standards Optimized for Digital Settings

- FHIR(Fast Healthcare Interoperability Resource)-based Korean-style standards to be developed -

- First “HL7 Connectathon” successfully held in Korea -

The Ministry of Health and Welfare (Minister Cho, KyooHong) has successfully held Connectathon* from June 7 to 9 to test an FHIR-based healthcare information standard currently being developed by the “Public-Private Joint Health Data Standardization Working Group.”

* Connectathon, a portmanteau combining “connectivity” and “marathon,” was organized as an event held for hours to test the interoperability of different systems. It was hosted by HL7 Korea and sponsored by Korea Health Information Service.

Fast Healthcare Interoperability Resources (FHIR) is the most widely used next-generation international standard developed by HL7* for exchanging healthcare information electronically. According to FHIR, information is exchanged by the resource unit instead of as a whole document. It provides fast and efficient information exchange, enabling users to cope with the rapidly-changing IT environment and newly emerging platforms like mobile and cloud services.

* Health Level Seven International is a non-profit global organization that develops American National Standards Institute (ANSI) certification and authorizes international standards for healthcare interoperability.

The Korean-style exchange standard has been developed in three stages ▲ identifying items that require information exchange, ▲ revising FHIR-based KR Core to fit the domestic circumstances, and ▲ holding the Connectathon event. Eight companies participated in Connectathon, all passing the conformance and interoperability tests.

Korea’s first-ever Connectathon marks a significant milestone in that the government led the development of an effective standard following the official standard development process. The “Healthcare Information Standard (tentatively named)” will be officially announced in August 2023 and used as a national standard in phases for major healthcare information projects* to increase consistency between healthcare information projects.

* My Healthway, EMR Certification System, Health Information Exchange, etc.

Director General of the Bureau of Advanced Health Technology Policy Eun Seong-ho at the Ministry of Health and Welfare said, “We have developed a KR Core on par with global standards through the Connectathon event, and these rules will allow healthcare information to be exchanged based on interoperability in digital settings.” ///
