Revision of the Standards for Healthcare Data

to Enhance Interoperability of Health Information

 

- Revised Notice on “Standards for Set of Health Data Classes with Constituent Data Elements and Transfer of Healthcare Data” (Sept. 15) -

 

The Ministry of Health and Welfare (Minister Cho, KyooHong) announced the revised notice on the “Standards for Set of Health Data Classes with Constituent Data Elements and Transfer of Healthcare Data” for stipulating data items, terms and exchange rules, which form the basis of healthcare data exchanges on September 15.

 

The revision, which is intended to ensure interoperability of healthcare data, is a result of the overhaul of “Standardized Healthcare Data” which focused mainly on healthcare terminologies, to ensure consistency in the meaning of healthcare terms and transfer of health records between medical institutions. “Public-Private Joint Healthcare Data Standardization Steering Group” launched in December 2022 has collected opinions from medical, industrial, and academic fields and went through a insightful discussions to work out the revised notice.

 

Firstly, the core information including patients, medical institutions, and medical services were classified into 77 data elements under 14 data classes, and defined the value sets* for each element to assign “Core data for interoperability, KR CDI”.

 

Core data for interoperability, KR CDI define the standards of key medical data that are essential in the interoperability of heatlhcare data in Korea among medical institutions, public organizations, the private sector, and patients.

 

The “Standards on the Exchange of Core Data for Interoperability” lists specific standards for technical exchange methods, including data format and standards to allow “Core data for interoperability, KR CDIto be exchanged based on HL7 FHIR*.

 

* Fast Healthcare Interoperability Resources (FHIR) is a next-generation set of rules and specifications for exchanging electronic medical records that can be used in a wide range of settings developed by HL7 International.

 

Shim Eun-hye Director of the Division of Healthcare Data Development at the Ministry of Health and Welfare said, “The government will continue to establish and improve standard ecosystems with the aim of enhancing people’s accessability to medical services by encouraging the use of newly announced standards including core data for interoperability, KR CDI and their exchange systems in various businesses utilizing health data.” ///
