Disability Policy Revised for the First Time in 31 Years. Phasing out of disability grading system, transition to user-centric disability support system, expansion of 23 national and 200 local services including activity support

1. (Abolition of the disability grading system) Disability grading gets abolished, but classify persons with disabilitiesinto “those with severe disabilities” and “with mild disabilities” * No need to issue a new disability registration card, the existing benefits to mostly remain in place

2. (Comprehensive survey on service provision) Key services will be provided to those who need them through a comprehensive survey on service provision that considers individual needs and conditions all together

3. (Gradual expansion of services) Expansion of eligibility for 23 national and 200 local government services from July 1, 2019 - Adjusted activity support hours (currently 120 hours/month→ approx. 127 hours/month or more), up to a 50% drop inout-of-pocket payments * New applicants and existing recipients (applicants for renewal including those who received the benefits for 3 years) may apply for the survey from July 1

4. (Reinforcement of the delivery system) Identifying service omissions, expanding home visits etc., providing support through enhanced private-public cooperation (case management, discovering and connecting resources)

 

The Ministry of Health and Welfare (Minister Neunghoo Park, MOHW) announced that the disability grading system will be phased out from July 1, 2019, and establish a user-centric disability support system.
