Four main goals of MOHW Work Plan in 2019

1. Ease concerns over living expenses, medical costs, and jobs
2. Further strengthen national responsibility for care

Ease concerns over living expenses, medical costs, and jobs

1. Reduce the living expense burden on the vulnerable
   • Raise Basic and Disability Pension by up to KRW 300,000 per month
   • Relax the criteria on obligatory providers of the Basic Livlihood Security Program; adopt self-support subsidies; expand eligibility for the Young Tomorrow Fund
2. Lower medical costs for households
   • National Health Insurance to cover the costs of emergency rooms (ER), emergency examinations at ICUs, and double-beds and triple-beds hospital rooms
   • Reduce patient contributions to MRI and ultrasound examinations
3. Create more jobs in health and welfare
   • Increase jobs in nursery, care, leisure and social services, and healthcare Over 400,000 jobs to be created from 2018 to 2022

Further strengthen national responsibility for care

1. Ease the burden of child rearing and care
   • Expand eligibility for Child Benefit; Establish 550 national and public daycare centers and 150 after-school childcare centers
   • Provide self-reliance allowance to children of which institutional care terminates; establish an institute to safeguard children’s rights
2. More prosperous life after retirement
   • Create 610,000 elderly jobs
   • Provide one-stop services of dementia prevention, consultation, and case management

Further strengthen national responsibility for care

1. Provide services for persons with disabilities
   • Create daycare services for persons with developmental disabilities; phase out the disability grading system
2. Offer integrated care within communities
   • Lay out the foundation for Community Care
   • Establish strategy for promoting care economy

Support healthy life of every citizen

1. Increase investment in prevention and health
   • Expand eligibility for National Health Check-ups; introduce national lung cancer screening
   • Run more pilot projects on the management of NCDs in primary care
2. Bolster support for mental health management; advance communicable disease response systems
   • Post management on suicide attempters at ERs; support suicide-bereaved families
   • Enhance cooperation between ministries for the crisis management on communicable disease outbreaks

Support healthy life of every citizen

1. Increase access to public and mandatory medical services
   • Found a national public healthcare college and graduate school
   • Expand regional trauma centers; deploy additional medical helicopters
2. Develop the biohealth industry into a national strategic industry
   • Provide intensive support for new growth engines; establish and announce mid- to long-term biohealth development plans

Innovate work process to boost policy perception of the public

1. Smart welfare to be in place
   • Enhance convenience in welfare service application; adopt AI assistants to introduce and explain civil petitions
2. Offer customized health and welfare services through ICT
   • Provide tailored health and welfare services using ICT such as big data and geographic information system

In 2019, the MOHW will put more efforts to ease the burdens of the people and bring out more stable and happier everyday life
