Title : Budget/Programme Planning Office Grade : P.4 Official station (country) : Geneva (Switzerland) Organizational Location/Unit : Noncommunicable Diseases and Mental Health (NMH) Management Support Unit (MSU) Objectives of the programme : A Management Support Unit is established in each programme cluster to support integrated management requirements of all reporting divisions in effective and efficient programme delivery. The successful candidate will : Under the general supervision of the Manager MSU and in close collaboration with the cluster divisional directors, provide general coordination of the work planning and budgeting of the cluster including: the formulation, development, implementation and evaluation of the cluster programme of work and budget; review and prepare reports on the cluster\''s budgetary position; and supervise and provide technical guidance to the staff involved in all phases of this work. Qualifications Required : Education and Skills : University degree in management sciences, business administration, or in a field covered by the programme of the cluster, or equivalent. Ability to plan, organize, coordinate and implement work inputs from several sources; to express ideas clearly and concisely, both orally and in writing; to analyse programme proposals and budgets, make synthesis reports and monitor programme implementation and budgets; to interpret financial rules and regulations, and develop standard procedures; to establish and maintain effective working relationships with people of different national and cultural backgrounds; and to supervise staff. Team player. Computer literacy and ability to effectively use a variety of software. Familiarity or experience utilizing WHO budget and finance related software programs and the AMS would be desirable. Experience : Considerable, progressively responsible professional experience at national or international level in programme formulation, programme planning or budget activities. Familiarity with computer applications in these fields. Languages : Excellent knowledge of English or French, and a good working knowledge of the other language. Knowledge of other official language(s) an advantage. Annual salary (net of tax) : US$ 55 180 at single rate and US$ 59 255 with primary dependants. Post Adjustment: 16.% of the above figures. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
