Title : External Relations Officer Grade : P.5 Official station (country) : Geneva (Switzerland) Organizational Location/Unit : Resource Mobilization Department (RMB) External Relations and Governing Bodies Cluster (EGB) Objectives of the programme : The Department of Resource Mobilization (RMB) serves as the focal point for external coordination in the Organization, promotes international health issues, builds and strengthens cooperation with partners in Member States. It is responsible for broad advocacy and for the extrabudgetary resources of the Organization, other intergovernmental and multilateral organizations and the civil society of relevance to WHO. The successful candidate will : 1. Assist in establishing and maintaining working relationships, providing information, promoting an understanding of WHO\''s policies and priorities, and sharing of WHO \''s experiences with other organizational institutions of the UN system as well as with other inter-governmental and non governmental bodies dealing with international technical and economic cooperation. 2. Monitor and analyse corresponding policy trends of the above organizations of direct interest to health; assessing their impact and implications for WHO \''s role and responsiblities; to give policy guidance on these matters to relevant staff of the Organization, and, similarly, to receive briefing on the related matters from staff at all levels of the Organization. To consolidate such briefing and prepare information material reflecting the Organization\''s policy and programme development for presentation in relevant forums. 3. Represent the Organization/participate in international conferences and meetings of the UN system and other intergovernmental and nongovernmental agencies. 4. Assist in the preparation of reports to WHA, EB, RCs, etc. as assigned, as well as share relevant information through the established coordination practices amongst the technical Divisions and Regional Offices to enable a comprehensive approach in cooperating with other UN and non-UN system organizations. 5. Meet, brief and carry out negotiations with official visitors at Headquarters and attend meetings in connection with these duties 6. Organize meetings in connection with the above tasks, and, in some cases, act as Secretary to the meetings. 7. Perform other related duties as required. Qualifications Required : Education and Skills : Degree at postgraduate level from a recognized university or equivalent institution in social/political/economic sciences or degree in public health. Broad and sound knowledge of WHO and the UN system\''s programmes and structures. Ability to analyse and draft complex documents and communications, to speak publicly, and to assure creative and positive relations. Ability to work independently, within a teamwork environment. Experience : At least ten years\'' experience at senior level dealing with coordination of national and international health work, or international coordination programmes. Languages : Excellent knowledge of English and French. Knowledge of other WHO official languages an asset. Annual salary (net of tax) : US$ 65 176 at single rate and US$ 70 157 with primary dependants. Post Adjustment: 16.% of the above figures. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
