TITLE : Technical Officer
POST OF LIMITED DURATION FOR TWO YEARS FROMENTRY ON DUTY

OBJECTIVES OF THE PROGRAMME :
Programme objectives: 1. Research and development to obtain new and improved tools for the control of major tropical diseases; 2. strengthening of the research capabilities in tropical countries.
Unit objectives: 1. Support the CRD management bodies (Joint Coordinating Board and Standing Committee) and maintain relations with cooperating parties; 2. in close collaboration with the CDS Management Support Unit(MSU), provide management support to the technical teams in the areas of planning, budgeting, finance and personnel for all programmes operations.
THE SUCCESSFUL CANDIDATE WILL :
Under the overall guidance and supervision of the Programme Manager, CRD, and in collaboration with the CDS/MSU:
A. PLANNING AND REPORTING: 1. Serve as the CRD focal point for the WHO Activity Management System(AMS) including organization and support of training; 2. assist the technical teams in structuring and revising workplans; 3. analyse ongoing programme Manager and Coordinators in planning their area activities in relation to the biennial programme budget; 4. prepare financial analyses for internal use and various financial reports for clearance by the CDS/MSU for external dissimentation; produce quarterly and annual performance monitoring reports based on the AMS.
B. MONITORING: Ensure the availability of CRD funds on a daily basis, including 1. Evaluate CRD bark office operations relating to research grant selection, funding and monitoring; analyse the flow of documents and information through CRD with particular attention to streamlining internal procedures and establishing consistent policies; aligning CRD\''s systems and procedures with these policies; 2. serve as the focal point for TDR Integrated Management System(TIMS); 3. oversee the year-end reconciliation process of the TIMS system and the generation of reports such as the Management Summary Report, List of Funded Projects and Country Profiles, coordinate the production of these reports to meet the needs of CRD governing bodies(STAC and JCB); 4. timely processing of committal documents, etc. liaising with relevant teams and follow up with MSU.
C. CONORS AND GOVERNING BODIES: Monitors and reports on CRD donor contributions, including consolidation of CRD input as required for proposals and reports to donors; coordination and oversight of logistical arrangements in connection with the STAC and JCB meetings.
QUALIFICATIONS REQUIRED :
EDUCATION AND SKILLS :
Postgraduate degree or diploma in management science, business administration, finance or related fields.
Training in related areas such as law, international relations, computer applications would be an asset.
EXPERIENCE :
At least six years\'' experience in finance, management and/or administration. Work experience related to development issues would be an asset.
LANGUAGES :
Excellent knowledge of English or French, with a working knowledge of the other. Knowledge of other official WHO languages is an advantage.
ANNUAL SALARY(net of fax) :
US$44,191 at single rate and US$47,342 with
primary dependants. POST ADJUSTMENT : 26.1% of the above figures. The percentage is to be considered as indicative since variations may occur each month either upwards or downwards.
