Title : Technical Officer (District Health System) Grade : P.5 Official station (country) : Jakarta (Indonesia) Organizational Location/Unit : WHO Representative, Indonesia, Jakarta Objectives of the programme : To promote and support the appropriate organization and effective management of comprehensive health systems based on primary health care, particularly the district health system, along with referral and specialized support as necessary, with involvement of health-related sectors and community in responsible and coordinated ways. The successful candidate will : Under the overall supervision of WR Indonesia: (1) Develop proposals, provide advice and assistance to responsible national officials in health planning and management, particularly at district and micro levels. (2) Provide advice and assistance to national authorities in all aspects of strengthening of health services with particular emphasis on strengthening of DHS and Health Centre performance. (3) Develop proposals for promoting, developing, implementing basic health package and total quality management approach of district health system and health centres. (4) Study and review the National health systems/district health systems and develop proposals for improvement. To review implementation plan, monitoring and evaluation. (5) Provide advice and assistance in developing the DHS information system. (6) Study the current and future needs of appropriate human resources for health care and referral system and to develop proposals in the design, implementation and evaluation of in-service training programme, especially for staff at district and health centre levels. (7) Provide technical support to the national authorities in coordination, development of joint activities related to strengthening of DHS/health centres performance including resource mobilization with other UN Agencies and bilateral and multi-lateral agencies. (8) Perform any other related duties as assigned by WR. Summary of the assigned responsibilities: develop proposals, provide advice and assistance in national health planning and management, strengthening of health services, promoting, developing, implementing basic health package and total quality management approach with special emphasis on district health system and health centres. develop proposals, provide advice and assistance in national review of district health system, review of plan implementation, monitoring and evaluation, and in developing the district health information system. develop proposals, provide advice and assistance in human resource development and in-service training programmes, strengthening of district health system and improving the performance of health centres including resource mobilization. Qualifications Required : Education and Skills : University degree in social sciences or health-related sciences. Postgraduate degree/training in public health administration/public administration. Sound knowledge and competence in health planning and management, technical skills inprogramme/project formulation and evaluation; ability to establish good working relationship with national and international personnel and ability to adapt to and appreciate local conditions. Knowledge about WHO\''s procedure of work and ability to handle external aid and negotiations. Experience : Extensive experience in the field of public health administration, in the application of management techniques and in planning and evaluation of health programmes in developing countries. Experience at national level planning for health, experience of working at different levels of the administrative system and multi sectoral/international experience. Languages : Excellent knolwedge of English. Knowledge of Bahasa Indonesia is an advantage Annual salary (net of tax) : US$ 65 176 at single rate and US$ 70 157 with primary dependants. Post Adjustment: 15.4% of the above figures. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
