Title : Scientist/ Coordinator Grade : P.6 Official station (country) : Geneva (Switzerland) Organizational Location/Unit : Communicable Diseases (CDS) UNDP/World Bank/Who Special Programme for Research and Training in tropical Diseases (TDR) Product Research and Development (PRD) Objectives of the programme : Programme: 1) Research and development (R&D) to obtain new and improved tools for the control of major communicable diseases; 2) Strengthening of the research capabilities of disease-endemic countries. Area : 1) Discovery research and development to regulatory approval and where necessary arrangement for manufacture and commercialisation of new and affordable diagnostics, drugs and vaccines for TDR\''s target diseases. 2) Transfer of product discovery research and development technology to disease-endemic countries; 3) Improved WHO/Private sector interactions, across WHO as a whole especially in the area of R&D, and the formation of partnerships. The successful candidate will : be responsible, under the Director of TDR for providing scientific and managerial leadership of the entire product development area (PRD) within TDR (head count about 20 FTEs, budget above $10m p.a) in particular, be responsible for (1) developing and/or reviewing overall policies, strategies and modus operandi; (2) monitoring the entire development portfolio, including chairing the R&D committee; (3) reviewing all of PRD\''s research activities; (4) establishing an appropriate mix of research and development committees and teams to provide TDR\''s with scientific and technical advice; (5) line managing all PRD\''s professional and directly reporting general staff; (6) managing PRD\''s technology transfer programme; (7) assessing personnel, financial and other resource needs of the whole of PRD and assisting Director TDR in fund-raising for the whole of TDR; (8) developing and actioning a WHO-wide intercluster vaccine research initiative: (9) interacting with the research-based pharmaceutical industry on behalf of the whole of WHO on orphan disease research and development including actioning of the new medicines for malaria venture (MMV) and the new Japan-based malaria screening centre. Qualifications Required : Education and Skills : Doctoral degree in medical, biological or natural sciences from a recognized university ; good academic background including record of achievement in fund-raising for, & publishing results of, appropriate research would be assets; knowledge of discovery development, production, testing and registration of drugs, vaccines, diagnostics & biologicals ; high reputation in academic and industry circles of product R&D at international level and thus ability to elicit respect and constructive cooperation of senior staff in academia, industry, health ministries & donor agencies, and of colleagues & subordinates; sensitivity to needs of disease-control programmes; broad knowledge of tropical diseases, Good Laboratory Practices (GLP), Good Manufacturing Practices (GMP), Good Clinical Practices (GCP) worldwide, regulatory requirements , international drug registration, patent & licensing procedures would be assets. Experience : Extensive (10+ years) experience at senior scientific/managerial level in an international, research based pharmaceutical company of research, development, regulation & licensing of pharmaceutical products; record of achievement in discovery, development and registration of successful product(s); experience in legal and commercial aspects of product research and development would be an asset. Languages : Excellent knowledge of English or French with working knowledge of the other language to advocate for the Programme and elicit funds, and for oral and written presentations. Annual salary (net of tax) : US$ 72 407 at single rate and US$ 78 334 with primary dependants. Post Adjustment: 19.6% of the above figures. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
