Title : Management Officer Grade : P.4 Official station (country) : Geneva (Switzerland) Organizational Location/Unit : General Management (GMG) Budget and Management Reform (BMR) Management Reform (MRF) Objectives of the programme : Within the Department of Budget and Management Reform (BMR), the Management Reform Team (MRF) has the responsibility for: * improvement and further development of WHO\''s managerial processes; * cost-effectiveness reviews of administrative functions; * harmonization of the Organization\''s reform efforts with those of other agencies in the UN system. The successful candidate will : Under the supervision of the Coordinator, MRF, plan and conduct management surveys, efficiency and effectiveness reviews, organizational studies and other analyses in selected administrative areas in WHO. More specifically the duties will include: - discussions with client management and staff on objectives and approach; drawing up terms of reference; recommending to Coordinator MRF appropriate external consultants as necessary; assignment coordination and monitoring; implementation support as required; monitoring outcome; - being responsible for ensuring that the WHO Manual is kept up-to-date and relevant to the Organization\''s global needs, both in terms of content and medium; assessing need for other guidance and training materials related to managerial and administrative processes and assisting in preparation of these; - assuming other duties as assigned by Coordinator, MRF. Qualifications Required : Education and Skills : Academic or equivalent qualifications in management, public or business administration, preferably at the post graduate level. Degree in public health desirable. Thorough knowledge of management theory, practices and techniques, including the ability to apply these in a practical manner. Proven skills in analysis of management issues and report writing. Competence in the planning and execution of management surveys, cost-effective reviews and the development of new approaches and techniques. Ability to effectively present conclusions and recommendations, orally and in writing to all organizational levels. Specific in-depth knowledge of health programmes operations, development and coordination an asset. Experience : Extensive management consultancy experience in a multinational business and the public sector; including, international experience in project management, operations analysis, and the application of information technology to problem solving. Proven ability to write clear guidance materials. Experience with the UN system and in developing countries and in technical cooperation desirable. Languages : Excellent knowledge of English or French, with a good working knowledge of the other. Other WHO official language an asset. Annual salary (net of tax) : US$ 55 180 at single rate and US$ 59 255 with primary dependants. Post Adjustment: 19.6% of the above figures. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
