Title : Scientist, Health System Development (Post of limited duration for two years from date of recruitment) Grade : P.4 Official station (country) : Cairo (Egypt) Organizational Location/Unit : Regional Office for the Eastern Mediterranean (EMRO) Division of Communicable Disease Control (DCD) Roll Back Malaria (RBM) Objectives of the programme : Prevention and control of malaria in Member States with continuing malaria transmission, assisting Member States to eradicate malaria from areas where it is feasible, and prevention of re-introduction to areas where malaria transmission does not occur. RBM is supporting Member States in their efforts to implement the plans of actions for malaria control, based on the Global RBM Strategy, which includes proper case management, early detection and rapid response to epidemics, selective preventive measures, focused research, strengthening health services, partnership building, and resource mobilization. The successful candidate will : Assist the Member States in their situation analysis for assessing the health system needs for effective malaria control. Identify possible scenarios for development/modification of malaria control services. Support national authorities to incorporate and implement health system activities related to decentralization and involvement of community/other sectors and partners in RBM strategy. Collaborate in the development of health services, organization and management of health systems at all levels to support RBM. Provide technical cooperation for human resources development and promotion of health system research to strengthen RBM programme. Qualifications Required : Education and Skills : A university degree in health-related field, or management science. Postgraduate degree/qualification in public health or public health administration. Training in health system development is desirable. Excellent knowledge of health administration and management of health services at all levels, knowledge of health system research design and methodology, ability to establish and use computerized information, demonstrated ability to work in an international environment and with people of different national and cultural backgrounds. Experience : Considerable experience and managerial and administrative responsibilities in the implementation and evaluation of health plans and projects, within health sector and experience in health systems development and research at national level. Participation in technical cooperation projects in health services and experience in training and development of training material on health system issues at international level. Training/work experience in the field of malaria control is an asset. Languages : Excellent knowledge of English. Knowledge of Arabic and/or French is an asset. Annual salary (net of tax) : US$ 55 180 at single rate and US$ 59 255 with primary dependants. Post Adjustment: 16.2% of the above figures. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
