Title : Technical Officer (post of limited duration - two years) Grade : P.4 Official station (country) : Geneva (Switzerland) Organizational Location/Unit : Health Technology and Pharmaceuticals (HTP) Vaccines and Biologicals (V&B) Access to Technologies (ATT) Objectives of the programme : The objective of the Vaccines and Biologicals programme is to reduce morbidity and mortality from vaccine-preventable diseases of childhood through immunization programmes and other interventions. The objectives of the Access to Technologies (ATT) team is to reduce financial and technical barriers to the introduction of new and existing vaccines and immunization-related technologies. This is done through coordinating global demand and capacity, ensuring availability of appropriate supply sources, developing and promoting potential financing mechanisms, providing support for technology transfer, and ensuring capacity to oversee and regulate these products by strengthening national regulatory authorities and national supervison. The successful candidate will : Serve as V&B focal point in developing strategies and policies for financing immunization and access to new technologies. 1. Define strategies for improving vaccine financing, including developing options and implementation mechanisms for a global vaccine fund and provide liaison with funding Board. 2. Advocate for financing mechanisms with WHO partners. 3. Serve as V&B focal point for strategies to increase access to new immunization-related technologies including impact of the World Trade Organization and alliances for technology transfer. 4. Convene consensus meetings on technology access strategies. Qualifications Required : Education and Skills : Graduate degree in science-related field, post-graduate degree in economics, finance, international services or policy, or equivalent level of experience. Post-graduate study in epidemiology would be an asset. Excellent understanding of the concepts of vaccine financing and of WHO\''s policies and strategies in this area. Excellent communication skills, including presentation skills. Proven ability to plan and implement new strategies and activities to achieve a goal. Ability to function effectively in a team setting. Understanding of technology transfer and joint venture partnerships would be an asset. Experience : At least five years experience working with development and/or public health programmes at the national and international level. UN experience, preferably WHO, at any level would be an asset. Languages : Excellent knowledge of English or French with a very good knowledge of the other. Ability to work in other WHO languages would be an asset. Annual salary (net of tax): US$ 55 180 at single rate and US$ 59 255 with primary dependants. Post Adjustment: 16.% of the above figures. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
