Title : Staff Development and Training Officer Grade : P.3 Official station (country) : Copenhagen (Denmark) Organizational Location/Unit : Regional Office for Europe (EURO) Human Resource Development (HRD) Administration and Management Support (AM) Objectives of the programme : To participate in the information and implementation of an overall human resoure development plan for EURO, and in this context to design, implement and evaluate an equitable staff development and training programme, with the aim of improving the knowledge, skills and motivation of Regional Office staff in order to meet the needs of the Office with respect to current challenges and in particular in light of the changing focus towards strengthening EURO\''s country operations. The successful candidate will : - Ascertain training and development needs for staff at all levels in the European Regional Office and to develop appropriate training programmes. - Arrange, conduct and evaluate group and individual training and briefing courses - Design, review and enhance staff development schemes within the Office. - Counsel staff on personal development issues. - Assist Human Resource Manager, as necessary. Qualifications Required : Education and Skills : Graduation from university or equivalent in field of management, public or business administration; training and specialization in psychology or pedagogics would be an asset. Knowledge of staff development theory; ability to motivate and lead groups; high level of oral and written skills; human rapport and empathy are of utmost importance; objective, calm and patient personality with well developed diplomatic skills; ability to negotiate with consultants and institutions would be an asset. Experience : Considerable experience in the field of personal development, human resource management or related field; experience in education including training needs assessment and individual counselling; familiarity with policies and programmes of WHO would be assets. Languages : Excellent knowledge of English and very good working knowledge of French, German or Russian; knowledge of other European languages would be an asset. Annual salary (net of tax) : US$ 46 445 at single rate and US$ 49 756 with primary dependants. Post Adjustment: 4.1% of the above figures. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
