Title : Medical Officer (Maternal and Child Health) Grade : P.5 Official station (country) : Jakarta (Indonesia) Organizational Location/Unit : WHO Representative, Jakarta, Indonesia, with project INO MCH 003 Objectives of the programme : Strengthen the maternal and child health programme of the Ministry of Health at all levels, with special emphasis on the reduction of maternal mortality and morbidity and improvement of maternal heatlh services including quality of health services. The successful candidate will : Assist the Directorate-General of Community Health, especially the Directorate of Family Health in the managerial process of its programme, including the development of five-year plans and annual plans during Pelita VI; implementation and monitoring of MCH/FP programmes, with specific emphasis on Maternal Health and Safe Motherhood, through on-going situational assessments and refinement of information; developing technical guidelines and training programmes for health workers; design of operational research studies; development of appropriate/exemplary community-based interventions and preparation of technical and administrative reports. Under the overall guidance of the WHO Representative/CHS SEARO, the incumbent is expected to advise and assist the MOH and other related government and non-government agencies in the following aspects: (1) Assist in collecting, refining and analyzing essential and relevant information on maternal and chid health and MCH services with particular emphasis on Maternal Health and Safe Motherhood and develop modules/methods for improving reliability and availability of such information; (2) review, refine, develop as appropriate norms and technical guidelines for MCH care technologies specifically those relating to MH and Safe Motherhood at different levels of health care system, giving the due consideration to quality assurance for MCH services. To assist in development/strengthening MCH referral systems, strengthen hospital based MCH services and hospital support/supervision of MCH actiities at lower levels; (3) prepare suitable training materials in MCH and assist in organization and implementation of training activities for different categories of health workers in management, planning, implementation and monitoring and evaluation of safe motherhood services; (4) identify critical areas for operational research for safe motherhood and child health including the development of appropriate/exemplary community-based interventions; and provide support in the design, analysis and preparation of appropriate technical reports; (5) assist in developing, reviewing, refining, revising the MCH component of a computerized MIS system; (6) assist in developing and institutionalizing a system for coordinating and monitoring the technical inputs from foreign assistance into the MCH programme; (7) prepare relevant technical administrative reports for the programme and technical papers and (8) other related duties as assigned. Qualifications Required : Education and Skills : MD with postgraduate diploma/degree in Public Health - majoring in MCH. Additional desirable qualifications: Uptodate knowledge of principles, technical practices, standards and techniques in MCH/FP. Analytical skills, proven ability to teach and manage training programmes in MCH/FP, resourcefulness, positive attitude and excellent human relationships; implementation type skills, ability to plan, manage and evaluate programmes. Experience : Extensive experience in MCH at national and sub-national levels of which at least five years should be in developing countries. Experience of at least five years in international work preferably with WHO and field experience in hospital community based MCH services, desirable. Languages : Excellent knowledge of English; good knowledge of Bahasa Indonesia or willingness and ability to learn the language. Annual salary (net of tax) : US$ 65 176 at single rate and US$ 70 157 with primary dependants. Post Adjustment: 15.4% of the above figures.
